Spinning blue circle next to the mouse pointer in Windows 10. This is driving me nuts. It won't go away. I've tried everything listed below, restart, full shutdown nothing works. You would expect this to happen from time to time when something is going on in the background, however it's happening ALL the time, i.e. every 10-15 seconds, even if no applications are open. When the cursor starts to blink on its own, look in the TM window to see what's using CPU time, aside from System Idle Process. That might tell you what's annoying you.

The cursor is about 50/50 on persisting past a few seconds from turning on the computer each time. It also switches over to the text icon just fine, and ceases flashing - until moving off of text, then it reverts to the flashing cursor with the loading icon. I saw this was an issue for E555, but that fix does not seem to apply to my computer.
